Strengthening Cooperation Between Companies and the Government to Protect Public Road Safety During the Flood Season

▷ Flood risk a.lert locations expanded fourfold (223 → 933 points) and severe flood risk (100% flood volume indicating imminent river overflow) information also added



The government announced that it will strengthen the provision of road hazard information during the flood season through navigation services, in cooperation with major navigation companies*, to protect public road safety in preparation for heavy rainfall.

In addition to the existing dam discharge information (37 dams nationwide) and flood a.lerts (issued when 70% of flood capacity is expected to be reached, at 223 locations nationwide), this year, information on high-risk points just before river overflow where 100% flood volume is reached (“Severe Flood Risk Information”) will also be provided at 933 locations nationwide (including the 223 points). This represents about a fourfold increase compared to previous coverage, allowing drivers to receive real-time information on high-risk areas just before river overflow and enabling more precise and immediate awareness of danger.


In addition to the “Severe Flood Risk Information” newly provided by the Ministry of Environment, the Yeongnam region, which is vulnerable to flood damage, will also receive additional a.lerts for six underpasses at risk of flooding and seven general roads prone to flooding, selected by the Busan Regional Construction and Management Administration based on ground conditions and past flooding history. These areas are linked with the Korea Meteorological Administration’s heavy rain advisories, allowing real-time hazard a.lerts when entering the advisory zone. This service will be limited to the Yeongnam region this year, with nationwide expansion under consideration depending on its effectiveness.

As with last year, this service provides screen and voice a.lerts through the navigation system when a driver approaches a flood- or inundation-risk area (within a 1.5 km radius of flood risk information or at a certain distance ahead of inundation-prone sections), helping the driver recognize the danger and drive cautiously.

The rapid deployment of this year’s service was made possible by close cooperation between the government and private companies. In particular, the Ministry of Science and ICT and the National Information Society Agency played a key role by integrating flood risk information, previously scattered across various agencies, into a standardized API format, allowing companies to easily use it for navigation service development.


TMAP will begin providing the service immediately from this rainy season, and other major navigation systems, including Kakao Navi, Hyundai-Kia, Naver Map, iNavi Air, and Atlan, are scheduled to launch the service sequentially between late June and early July.

Through this second-phase upgrade of the “Road Hazard Alert Service via Navigation,” the coverage of flood-season road hazard a.lerts has been expanded, making it possible to protect the public’s lives and safety more thoroughly and effectively.


The government will continue to mobilize its capabilities and the outstanding digital services of Korean companies to build a safer Korea, ensuring that the lives and safety of the public are protected without gaps.
