
▷ Selected projects to be implemented under a resident-participation wind income model, sharing renewable energy revenues
As a result of the competitive bidding for fixed-price contracts for onshore wind power in the second half of 2025, three projects with a total capacity of 156.28 MW were selected.
The Ministry of Climate, Energy and Environment (MCEE, Minister Kim Sungwhan) announced that it finalized the results of the onshore wind power competitive bidding for the second half of 2025 on February 2 and individually notified the successful bidders.
The bidding capacity for this onshore wind tender was announced at approximately 230 MW. Four projects totaling 176.28 MW participated in the bidding, and following the evaluation*, three projects with a combined capacity of 156.28 MW were selected.
* “Notice of the 2025 Second-Half Onshore Wind Power Tender”: The final selected capacity is determined so that the competition ratio is 1.1:1 based on the submitted capacity, and projects may not be selected if their evaluation scores are significantly low.
The application period for this tender ran from November 17 to December 29 last year (2025), and evaluations of the project proposals were conducted over two days starting January 26 this year (2026). The evaluation was carried out in two stages: the first stage consisted of non-price assessments such as industrial and economic effects and local community acceptance, and the second stage involved a quantitative evaluation of the bid prices.
The projects selected this time will be implemented under a resident-participation wind income model. This model is characterized by sharing the benefits of wind, a public resource, with local residents to enhance project acceptance and by returning power generation profits to the local community, thereby fostering coexistence and mutual growth with the region.
The MCEE plans to continue introducing various preferential measures in onshore wind competitive bidding to encourage active participation by local residents in onshore wind power projects.
