The Ministry of Climate, Energy and Environment (Minister Kim Sunghwan) announced that it signed a “Memorandum of Understanding (MOU) on Cooperation in the Field of Clean Energy Transition between Korea and Sweden” at the Westin Josun Hotel in Jung-gu, Seoul, on the morning of January 19, and will strengthen cooperation between the two countries in energy transition and power system development.
Vice Minister Lee Hohyeon and Maja Lundback, State Secretary to Minister of Energy, Business and Industry of Sweden, will attend the MOU signing ceremony.
This MOU is the first international cooperation agreement in the energy sector to be concluded since the launch of the Ministry of Climate, Energy and Environment (MCEE) (October 1, 2025), and is significant in that it marks the full-scale expansion of international energy cooperation under the new government system that integrates climate, energy, and environmental policies.
Based on a shared commitment to achieving the Paris Agreement’s 1.5°C target and carbon neutrality by 2050, this MOU establishes a framework for broad cooperation to promote: the expansion of renewable energy deployment; the strengthening of power grids and power supply stability; the enhancement of power system flexibility; private-sector nuclear cooperation, including small modular reactors (SMRs); and exchanges on technologies and policies related to the green transition.
This cooperation was arranged to enable the two countries, which face the shared challenges of expanding renewable energy and rising power demand, to build a mutually complementary partnership based on their respective strengths.
Through the conclusion of this MOU, the two countries plan to combine Korea’s strengths in industrial and infrastructure implementation with Sweden’s experience in policies and institutional frameworks to create a model of practical cooperation for establishing a stable, carbon-free power system.
In the meeting to be held following the signing of the MOU, the two sides will discuss ways to strengthen bilateral cooperation in a wide range of areas, including clean energy deployment policies; the development and expansion of power grids and the enhancement of power supply stability; the integration of renewable energy into the power system; and the nuclear power sector, including small modular reactors.
In addition, through the “Korea-Sweden Energy Roundtable,” involving experts from industry, academia, and research institutions, the two sides plan to discuss public-private cooperation measures, focusing on offshore wind power, power grid expansion, technology development, and cases of policy support.
Vice Minister Lee Hohyeon of the MCEE stated, “The signing of this MOU is the first achievement in international energy cooperation since the launch of the Ministry, and serves as an opportunity for the two countries to take another step forward toward the shared goals of energy security and carbon neutrality.” He added, “We will actively support practical public-private cooperation that combines the policy experience and industrial capabilities of both countries across various fields, including renewable energy, small modular reactors, and power grids.”
