Public Institution Vehicle Restrictions Lifted as Resource Security Alert Eases

▷ Public institution vehicle restrictions and public parking lot vehicle rotation system lifted

▷ Energy conservation measures to continue until oil supply stabilizes

The Ministry of Climate, Energy and Environment (MCEE, Minister Kim Sungwhan) announced that, as international oil supply conditions have improved with the recent resumption of transit through the Strait of Hormuz and other developments, the national resource security a.lert has been lowered from the “Warning” level to the “Caution” level. Accordingly, the mandatory alternate-day use system for passenger vehicles at public institutions will be fully lifted effective 12:00 a.m. on July 1.

Effective 12:00 a.m. on July 1, the mandatory alternate-day system for passenger vehicles at public institutions will be lifted, and each institution will resume operating its voluntary weekday vehicle rotation program as usual.

※In accordance with the Regulations on the Promotion of Rational Energy Use by Public Institutions, each public institution continues to implement routine energy conservation measures, including maintaining appropriate indoor temperatures, using lighting efficiently, and operating a voluntary weekday vehicle rotation program.

In addition, as oil supply conditions have partially improved, the five-day rotation system for passenger vehicles at public parking lots, which had been implemented to encourage voluntary reductions in vehicle use, will also be lifted effective 12:00 a.m. on July 1. Accordingly, visitors to public institutions, including members of the public using public parking facilities, will no longer face any restrictions on vehicle access.

The MCEE estimated that the mandatory alternate-day system for passenger vehicles at public institutions and the five-day rotation system for passenger vehicles at public parking lots reduced oil consumption by 160,090 barrels per month, an amount sufficient to fuel approximately 480,000 passenger vehicles.

The MCEE also announced that, to date, 81 private companies and business organizations have voluntarily participated in vehicle rotation programs (two-day, five-day, or ten-day rotation systems). It added that, until the resource security crisis is fully resolved, it will continue efforts to expand energy conservation across the private sector through initiatives such as the energy-saving campaign based on the 12 National Energy Conservation Actions.

In addition, as uncertainty surrounding oil supply conditions remains, the government will continue to closely monitor the energy supply situation, including vessel transit through the Strait of Hormuz. If signs of disruption to the domestic supply chain are detected or exceptional developments occur, such as the reclosure of the Strait of Hormuz, the government will be fully prepared to immediately implement energy conservation measures.

Park Deokyeol, Director General for Hydrogen and Heat Industry Policy Bureau at the MCEE, stated, “We sincerely appreciate everyone who has cooperated despite the inconvenience caused by the prolonged implementation of the mandatory alternate-day system for passenger vehicles at public institutions and the five-day rotation system for passenger vehicles at public parking lots. We also thank the public and businesses that have voluntarily participated in energy conservation. Although the resource security a.lert has been downgraded, uncertainties remain, and we ask for your continued participation in energy-saving efforts.”
